Skills Passports

In 2003 JET South Liverpool helped develop a new approach to the design of training provision.

A Skills Survey completed by local residents and an Employer Needs Survey highlighted that lack skills, confidence and motivation, together with competition for jobs from outside the area, were all potential barriers that were preventing local people from accessing the jobs being created in the area.

In 2002 the JET team had helped to establish an Automotive HR Manager's Forum for Jaguar and its supplier companies. The Forum was asked what training qualifications or attributes would encourage them to consider recruiting one job applicant before another.

From the work with the Forum an "Automotive Skills Passport" was developed with Partnership for Learning, a local training provider. The Passport was split into four main elements:

  • Generic skills that would be required in any employment sector;
  • Work preparation, a Merseyside Open College Network accredited course delivered by JET known as "Focus, Get Ready For Work";
  • Industry specific skills;
  • Evidence of work experience

Following a successful pilot, the Passport approach to employer-led training is now being adopted across Liverpool with the support from the Neighbourhood Renewal Fund.
