Following a Best Value Review of streets based services in 2001; Liverpool City Council conducted a full procurement exercise, seeking a strategic partner to assist them in the delivery of their highway and street works services. Enterprise plc emerged as their preferred partner and in April 2002 a joint venture company was established, Enterprise-Liverpool Ltd. From July 2003 Liverpool's street cleansing services were added to the services already provided by the company and from February 2004 the company expanded its core competencies to include social housing repairs for Liverpool City Council's portfolio of housing stock.

More recently Enterprise, as part of joint venture partnerships with Carillion and Atkins, has secured a contract to provide a housing repair service to the Ministry of Defence. As part of this service the company has announced that it will be opening a contact centre at The Matchworks in Garston, initially employing approx 120 staff. The contact centre is expected to open in early December 2005.
