History
The JET was established in 1996 by Speke Garston Partnership as part of its Round 1 Single Regeneration Budget programme. It is designed to offer practical help on education, training and employment issues.
In 1996 unemployment in the Speke Garston area was over 22% and long term unemployment (more than 3 years) was 34%, rising to over 40% in parts of the Speke estate.
It was recognised that for regeneration to be effective:
Local employers and inward investors must recognise the potential in the local community
Residents must acquire the requisite skills
Job opportunities must be made available to residents
It has been necessary to change both attitudes amongst employers who assumed that long term unemployed people were unemployable and to boost confidence among local people in their own abilities and in the capacity of training and employment services to meet their needs.
Development
During 2000, the JET restructured its service delivery in order to improve the support offered to the business and residential communities of the Speke-Garston SRB area. In addition, Liverpool was awarded £25 million SRB 6 to help reverse the economic decline of Merseyside and drive forward the future prospects of the region.
A key component of this approach was to develop a theme of Equity - linking local people to current and future City Centre opportunities, particularly the anticipated 30,000 growth in jobs to eradicate economic and social disparities between Liverpool's deprived neighbourhoods and the rest of the City/ region.
To deliver this the City has built upon the successful JET approach developed in Speke Garston. This has seen the establishment of five area based JET services, including JET South Liverpool, and a City Centre employer support unit known as 'The People Pool'.
2002 has seen JET South Liverpool delivering its services to residents and employers across south Liverpool, including areas in Netherley and Valley. In September, the organisation was incorporated as a Company Limited by Guarantee and the first quarter of 2003 will see JET South Liverpool become fully independent of Liverpool City Council.

We have a Management Board made up of representatives from the local community, training and further education agencies that operate in the area and local businesses.

Complaints procedure
We will carefully consider all compliments or complaints and will acknowledge any compliment or complaint within 3 working days of receipt.
If we are not able to immediately resolve a matter that you have raised, a member of staff will be appointed to investigate and you will be informed of a date for the completion of the investigation.
In the event that you are not satisfied with the outcome then the matter will be referred to the Director, and/ or the Chair of the JET South Liverpool Board.
Anonymous Complaints We will record receipt of anonymous complaints, but we will only investigate those where names and addresses are provided. Your details we be treated confidentially.

Career Guidance
Designed to improve residents' access to local and city wide job opportunities - particular the long-term unemployed and young people - and to reduce unemployment.
Two area-based Community Support Teams aim to raise the expectations and motivation of clients by exposing them to professional career guidance and counselling support. Clients are assisted in making informed choices that are related to local labour market needs, and in particular to areas of skill shortage and potential growth.

The two teams offer targeted support in Netherley & Valley and in Speke Garston. Full-time qualified Guidance Officers provide in-depth guidance sessions for those clients that have not identified career aspirations. Information Officers provide individual information sessions with clients, assisting in the production of action plans that summarise career goals.

Business Services
During 2000, JET South Liverpool restructured its service delivery in order to improve the support offered to the business and residential communities of south Liverpool.
This has seen the formation of a team of staff that work closely with employers such as Liverpool John Lennon Airport, Liverpool Marriott Hotel South, Lear Corporation, South Liverpool Housing, Knowsley Housing Trust and tenant retail outlets on the New Mersey Shopping Park.
The team works with such companies to fulfil their recruitment needs. This will range from handling one-off vacancies to large-scale recruitment on behalf of an inward investing company.
The majority of the services offered by the team to employers are free and include liaison with other key agencies such as Speke Garston Development Company, Jobcentre Plus, Greater Merseyside Enterprise and the Liverpool Business Centre.
The JET has an extensive database of people who are interested in the job opportunities in the area and this is used to match the 'right person with the right job'.
Support Overview
More recently, the team has developed a range of chargeable services and this work will continue as JET South Liverpool Ltd. begins to move away from dependency on UK Government and European grants, to become a self sustaining, not-for-profit social enterprise.
New areas of work include the delivery of personality profiling and psychometric testing services using the SHL systems and the full management of a recruitment process from the design of a job description, person specification and application form through to the sifting of applicants prior to interview by the employer.
In response to demand from local employers, JET South Liverpool is also planning to offer a temporary staff service. This will not only satisfy local demand, but will also help to contribute to the JET's long term aim of upskilling the local workforce and strengthening the local economy.
This can only be achieved by understanding employer need and using this information to ensure that there is a local labour supply available with the right skills and abilities for the job by working closely with the JET's own Guidance Teams and local training providers such as Partnership for Learning.
